Environmental Management Plans

A Construction Environmental Management Plan (CEMP) is often prepared together with an Environmental Impact Assessment Report (EIAR). A CEMP and an EIAR usually form part of planning applications for large developments. Preparation of a CEMP may also be a condition of approval from a consent authority for smaller projects.  Small scale projects may also have potential to cause adverse environmental impacts. 

A CEMP should be considered to be a working document.  It should be updated based on planning condition, legislative or design changes during the construction period. A CEMP should contain all  control measures identified in the EIAR and all environmental reports for a project. This is to ensure that potential impacts on the environment, local communities and stakeholders are minimised. The document should also conform to all applicable legislation and best practice guidelines.

Operational Environmental Management Plan

Operators of certain activities, processes or structures with potential to cause environmental impacts may be required to develop and implement an Operational Environmental Management Plan (OEMP). The OEMP should be site specific and consider all of the operational processes with the potential to impact on the environment.  Ongoing operation with the potential to impact on the environment should have control measures in place to reduce the risk of environmental impacts occurring. 

As with CEMPs, OEMPs should also conform to all applicable legislation and best practice guidelines for activities undertaken in Ireland. The environmental constraints and subsequent control measures should be identified on an environmental control map (ECM).
